A new high birefringence photonic crystal fiber (PCF) was designed. The properties of mode field, effective refractive index, birefringence dispersion and confinement loss were analyzed by the finite element method(FEM). Simulation results show that the proposed fiber obtains a birefringence of 7.66×10-3 and an ultra low dispersion of 12ps/(nm·km) at the wavelength of 1550nm, meanwhile the confinement loss keeps blow 1.498×10-6dB/m at the wavelength range of 800~1600nm. It can be used to make the polarization maintaining fiber with low dispersion.
